Master Card Foundation and UG partner for Economic Policy holds Validation workshop on the review of youth employment policies in Ghana.
The Master card foundation and UG in partnership has hold a validation workshop on Youth Employment Policy ( YEPs) and the impact in Ghana at Accra.
The policy seeks through Youth Unemployment and under employment, which the study state that, the country's unemployment rate higher than the national average, even though youth account for a rising share of the population.
The policy also stated that, person's aged between 15 and 35 years accounted for 38.2% of Ghana's population in 2021 up from 34.6% in 2000 are unemployed and in every five youth ( 19.7%) age 15 to 35 years, compared to nationwide unemployment of 13.4%. ( GSS).
The research indicated, Youth Unemployment is higher among women ( 22.3%) than among men (17.4%). The incidence of under employment is higher among youth, person's with disabilities, and women.(GSS, 2018). Only 40% of the youth who are employed work in jobs that are secure and that are supported by written contracts, while 20% are engaged in vulnerable jobs and 37% in moderately secure jobs. (GSS, 2018).
Dr. Monica Lambon - Quayefio Senior Lecturer and the team Lead of PEP-Mastercard funded project highlighted, the dissemination project find out there are duplication in some sectors, there are no coordination that cause of higher youth unemployment.
Key findings.
1: Weak adherence to programme design during the implementation phase.
2: Duplication of programme across sectors as a result of politicization of the design and implementation of YEPs.
3: Lack of coordination in the design, implementation and management of YEPs, leading to large inefficiency.
4: Lack of robust evaluation to ascertain the impact of the YEPs.
5: Lack of exit strategies for most YEPs, which means that the programmes are ineffective in solving the youth unemployment challenge.
6: Lack of financial resources, which constrains the ability of programme manager to implement YEPs as design.
